From the 1984 Olympics in Sarajevo, Yugoslavia. Feet were added to dispenser bases in Europe three years earlier than U.S. dispensers (1984 Europe / 1987 U.S.). Since this dispenser was a European only release, it was likely part of the transition between no feet & feet and can be found with either variation. (footed versions pictured)
